为什么会报错：
AttributeError: 'int' object has no attribute 'isdigit'

你应该是在 python 2 环境下运行的，python 3 运行这段代码不会报错。你可以这样改：

# -*- coding:utf-8 -*-
tem = str(input('请输入年份：'))
  
while not tem.isdigit():
    tem = input('请输入一个整数！')
    
year = int(temp) 
if year / 400 == int(year / 400):
    input(temp + '是闰年')
else :
    if year / 4 == int(year / 4) and year / 100 != int(year / 100):
        print(temp + '是闰年')
    else :
        print(temp + '不是闰年'
