你用的是python2还是3,如果你同时存在2和3的话。  

1. pip3 install Twisted

只有python3

你的python是到官网下载的python安装包吧。  
建议安装anaconda3来安装python3.6.  
先把原来的python卸载了，再通过anaconda3来安装python3.6.   
我在网上搜索到的最新一条解决方案是下面的这条命令。  
如果还不行就考虑卸载现在的python，用 anaconda3来安装python

1. pip install --upgrade pip
